1. Commitment to Net Zero

Medow Care Services Ltd is committed to achieving Net Zero greenhouse gas emissions by 2050, in line with the UK Government's legislated target and with the trajectory expected of the health and social care sector. As a Hatfield-based provider of home care services across Hertfordshire, we recognise our responsibility to reduce the environmental impact of how we operate and how we support people in their own homes.

This Carbon Reduction Plan has been prepared in accordance with the reporting requirements of Procurement Policy Note 006 (formerly PPN 06/21) and the associated technical standard. It confirms our commitment to Net Zero, sets out our baseline and current emissions, defines our reduction targets, and details the environmental management measures in place and planned across the life of the contracts we deliver. It has been approved at director level and is published on our UK website.

2. Baseline emissions footprint

Baseline emissions are a record of the greenhouse gases produced before reduction strategies are introduced and form the reference point against which future reductions are measured. Medow Care Services Ltd has delivered care in Hertfordshire since its incorporation on 6 June 2011, but this is the company's first Carbon Reduction Plan and no greenhouse gas footprint was compiled for earlier years. We have therefore adopted financial year FY2024/25 (1 July 2024 to 30 June 2025) — our most recently completed financial year and the first for which a footprint has been prepared — as both our baseline year and our current reporting year, as PPN 006 permits where a supplier reports for the first time. Future plans will track progress against this FY2024/25 baseline.

Emissions have been quantified in tonnes of carbon dioxide equivalent (tCO₂e) using a combination of activity-based and spend-based methods, together with UK Government (DESNZ/DEFRA) conversion factors. The methodology is summarised in Appendix A. As an office-based domiciliary care provider operating from a single leased unit with no owned vehicle fleet, our direct (Scope 1) emissions are nil; our footprint is dominated by Scope 3, in particular the travel our care workers undertake to reach people in their own homes.

Carbon intensity – tCO₂e per FTE (18.5 full-time equivalent)2.65

Baseline and current-year footprint (FY2024/25): 49.1 tCO₂e; carbon intensity 2.65 tCO₂e per full-time-equivalent employee and 78.0 tCO₂e per £m of turnover (£629,567, year ended 30 June 2025). Scope 1 0.0, Scope 2 1.7, reported Scope 3 47.4.

As is typical for a domiciliary care provider, the largest single source of our footprint is the travel our care workers undertake to visit people in their own homes, which accounts for approximately 36% of total emissions; once commuting is included, staff travel in total accounts for around 62%. Supply-chain procurement — consumables, personal protective equipment, equipment and IT — is the next largest source at around 27%. Office energy is comparatively small.

Reported Scope 3 covers the PPN-required categories relevant to our operations: business travel, employee commuting and homeworking, waste generated in operations, upstream and downstream transportation and distribution, fuel- and energy-related activities, and upstream supply chain. Our reduction effort is therefore focused first on travel, then on procurement and energy.

3. Current emissions reporting

Reporting year: 1 July 2024 to 30 June 2025 (FY2024/25). As this is the company's first Carbon Reduction Plan, the current reporting year and the baseline year are the same and the figures below are identical. We have deliberately not restated an earlier year, because Medow Care Services Ltd does not hold the activity data that would make such a figure reliable, and an estimated prior year would create the appearance of a trend that has not been measured. From the next plan onwards we will report each year against this baseline on both an absolute and a per-FTE basis, so that growth in the business is not mistaken for a rise in emissions intensity.

4. Emissions reduction targets

To deliver our commitment to Net Zero, we have adopted the following carbon reduction targets, measured against our FY2024/25 baseline of 49.1 tCO₂e and tracked on both an absolute and a per-FTE basis:

  • By 2030 (interim): reduce absolute emissions by 25% against baseline, to approximately 36.8 tCO₂e, principally by cutting care worker travel through tighter locality rostering, route optimisation within CareLine Live, and a shift to lower-emission vehicles.
  • By 2040 (interim): reduce absolute emissions by 70% against baseline, to approximately 14.7 tCO₂e, as the move to electric and hybrid vehicles completes and decarbonisation of the national electricity grid and our supply chain takes effect.
  • By 2050: achieve Net Zero across Scopes 1, 2 and reported Scope 3, with any small residual emissions addressed through certified offsetting.

Progress against these targets, and against our carbon-intensity metric, will be reviewed and published annually. Any small residual emissions at 2050 will be addressed through certified offsetting, used only after reduction measures have been exhausted rather than in place of them.

5. Carbon reduction projects and environmental management

The following measures are in place or planned. Each is assigned a target date and a responsible owner, and progress against them is reviewed annually. Only measures genuinely operating today appear in the first table; every environmental initiative the company has committed to introduce appears in the second with a target date and a named owner.

Appendix A – Methodology

Reporting boundary and period

This plan adopts financial year FY2024/25 (1 July 2024 to 30 June 2025) as both the baseline year and the current reporting year, using the operational-control approach. The boundary comprises the company's single leased unit at Hatfield and all care delivery across Hertfordshire. As an office-based domiciliary care provider operating from leased premises with no owned vehicle fleet and landlord-supplied heating, the company has no material Scope 1 sources; Scope 2 covers purchased office electricity, and Scope 3 covers the value-chain categories required by PPN 006 along with fuel- and energy-related activities and purchased goods and services, reported voluntarily because they are material to a care provider.

Calculation approach

Care hours delivered were derived from confirmed turnover of £629,567 at an assumed average charge rate of £24.00 per care hour, giving approximately 26,232 care hours across a workforce of 24 staff (18.5 full-time equivalent). Emissions were estimated using a combination of activity-based and spend-based methods, applying UK Government (DESNZ/DEFRA) greenhouse gas reporting conversion factors, 2024 set.

Conversion factors applied
SourceFactor
Travel (average car, unknown fuel type)0.27110 kgCO₂e per mile
Office electricity0.20705 kgCO₂e per kWh
Electricity transmission and distribution losses0.01830 kgCO₂e per kWh
Landlord-supplied heating (natural gas, gross CV)0.18290 kgCO₂e per kWh
Supply chain and procurement (spend-based EEIO, services-weighted)0.10500 kgCO₂e per £

Supply-chain and other procurement emissions were estimated using a spend-based, environmentally extended input-output method applied to non-pay operating expenditure. Homeworking, waste and inbound deliveries were estimated from operational scale at 0.3, 0.4 and 0.6 tCO₂e respectively.

Assurance and limitations

As this is Medow Care Services Ltd's first Carbon Reduction Plan, figures have been estimated using the best data currently available rather than fully metered activity data, and the plan should be read on that basis. Three limitations are material:

  1. Care worker mileage has been estimated from care hours and typical visit patterns rather than from recorded journeys; this is the single largest source in the footprint and therefore the largest source of uncertainty.
  2. Office energy has been estimated from floor area and published benchmarks rather than meter readings.
  3. Procurement has been estimated on a spend basis, which is sensitive to expenditure rather than to physical activity.

Each is addressed by a planned measure at Section 5: CareLine Live already records the visit data from which actual mileage can be derived, metered consumption can be obtained from the landlord or supplier, and procurement data can be collected by category. We expect the FY2024/25 baseline to be restated once activity-based data is available, and any restatement will be declared in the plan rather than applied silently. The carbon-intensity metric is calculated as total emissions divided by the average number of full-time-equivalent employees during the year (18.5).
